Make adding new specs self-service

Today, adding a spec requires you to open a request. This takes a few days, and you cannot assign this spec to your boots until it is completed.

We believe you should be able to request new specs and assign them to your boots, without waiting for them to be added.

One way to do this would be provide a way to add a custom spec to your boots. Custom specs would start in a "pending" state, until we verify it on our end. Once verified, the spec would already be assigned to your boots, and no further action would be needed. With this approach, we can reduce the friction of adding new specs while maintaining the accuracy of Patina Project.
