[Hide Comments] Option to not share or only share to a group

I submit my photos for the purposes of the contest, I don't necessarily want riff raff coming into my comments adding nothing of value. There should be an option where the photos are not shared publicly and an option to turn off all comments if we do decide to share publicly.
