Customize photo order in contest submissions

Let users change the order of photos in non-Thunderdome contest submissions after upload.

Recent updates now keep newly uploaded photos in submission order, which makes angle order more predictable. Users still need a way to adjust photo order after upload, especially for older submissions that were created before this change.
